Conclusion Meanings:
'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Description: On July 1, 2014, plaintiff was in a livery car on the way to his girlfriend's apartment. The vehicle was pulled over by defendant police officers in plain clothes. Plaintiff was searched without his consent and nothing was found on his person or in his bag. He complained about the unjustified search and defendants promptly began beating him. Plaintiff began running away fearing for his life. Defendant police officers pursued him in their car, driving it onto the sidewalk and hitting plaintiff into a chain link fence with a lot of force. Plaintiff scaled the fence and was able to escape. Plaintiff was never charged with any crimes and is now seeking compensations for the injuries he suffered.
