Description: On September 2, 2011, plaintiff was walking on the sidewalk when POs. Joseph Morovich, Haley, and McCormick (first names unknown) pulled up next to him in a police car and told him to stop. POs Morovich and Haley got out of the car, and Morovich grabbed plaintiff, handcuffed him extremely tightly, and asked what he had in his pocket.
