Description: On December 4, 2013, Plaintiffs Eileen Tucker and Lorenzo Chance were at home when someone tried to enter through a locked fence. Plaintiff Tucker spoke with the person, and believes it was a city building inspector, Defendant Dulal Bhattacharjee. Some time later, Plaintiff Tucker responded to a knock on the door and was confronted by Defendant Officers Maurice O’Connor and Anthony Bruno.
