Description: Plaintiff observed arrest of his friend inside apartment building. Defendant Officers entered Plaintiff's apartment without permission and arrested Plaintiff. Defendant Officer dragged plaintiff down two flights of stairs while Plaintiff was handcuffed. Plaintiff was taken to the 71st precinct and released without charge after three hours.
