Description: On July 1, 2012, at approximately 8:00 pm, Mr. Noel was arrested by New York City Police Officers and was held in police custody for roughly 16 hours at the 60th police precinct and then at Brooklyn Central Booking. The incident arose when Mr. Noel and his wife were exiting Coney Island beach. There the two observed a police officer with a man in custody (James M. Farah). The officer was followed by a second officer who was riding a motor scooter on the sidewalk. Upon observing that the officer was riding a motorized scooter on the sidewalk, Mr. Noel commented to his wife that the officer would not get a ticket – Officer Farah told Mr. Noel to “shut up,” to which Mr. Noel responded by saying words to the effect...
