Description: On September 22, 2012, at 1:00 AM, Plaintiff Robert Milton was walking with his girlfriend Delia Burks along the intersection of 32nd Street and Rockaway Freeway in Queens. A car came up and several officers (Officer Phillips and others) exited, aiming their guns and yelling at plaintiff to put his hands up. When he complied he was rushed and physically assaulted. He was so injured that an ambulance had to pick him up. from the precinct. His injuries included: concussion; one eye swollen shut; the other eye almost swollen shut; cuts on both wrists and nerve damage in both hands from excessively tight handcuffs; scarring on ankle from leg iron; recurring headache.
