Description: On November 16, 2019, around 9:30 PM, Plaintiff Alexandr Velazquez was near East 170th Street and College Avenue, Bronx, exited his friend's building on 170th Street and was grabbed by Defendant Officers Jospeph Modica, Andrew Alvarado and John Does 1-10, and Lieutenant Steven Degree, for no reason. When Plaintiff asked why he was being detained, Defendant Officers said "I'll tell you when you get in the car." Then, Defendant Officers Handcuffed Plaintiff and placed him in a police car. Inside the car, the officers told Plaintiff that he matched the description of a shooter.
