Description: On November 16, 2019, around 9:30 PM, Plaintiff Alexandr Velazquez was near East 170th Street and College Avenue, Bronx, exited his friend's building on 170th Street and was grabbed by Defendant Officers Jospeph Modica, Andrew Alvarado and John Does 1-10, and Lieutenant Steven Degree, for no reason. When Plaintiff asked why he was being detained, Defendant Officers said "I'll tell you when you get in the car." Then, Defendant Officers Handcuffed Plaintiff and placed him in a police car. Inside the car, the officers told Plaintiff that he matched the description of a shooter. Description: On or about October 19, 2016 to October 20, 2016, defendant Officers broke into plaintiff's apartment, moved plaintiff and his wife and son from their home to the hallway, ransacked and searched his apartment, and damaged his personal possessions. They subjected plaintiff, wife, and son to thorough and degrading searches. Plaintiff was dragged, thrown to the ground, threatened and frisked; defendant Officers put a gun to his head and the head of his son. Defendant Officers arrested plaintiff and held him for over two hours. After some time, defendant Officers realized they were in the wrong apartment.
