The officers asked Mr. Jackson where he was coming from and where he was going. They told him that the prior night a woman had been assaulted by a black man wearing a similar coat to the one Mr. Jackson was wearing. Description: Plaintiff was crossing the street when he was struck by Defendant Officer's vehicle. Plaintiff tried to flee the Defendant Officers but Defendant Officer O'Connor grabbed and pushed Plaintiff into the middle of the roadway. Defendant Officers were in plainclothes and Defendant Lieutenant Jacobs brushed up against Plaintiff who felt a concealed firearm, to put Plaintiff in fear of death/injury. Plaintiff called 911 reporting an assault. Both Defendant Officers beat Plaintiff about his face and eye and tried to grab Plaintiff's phone to end the 911 call.
