Description: On or about April 26th, 2023, PO Kevin Caban and PO "John Doe" approached Plaintiff while he was lawfully on the street. PO Caban handcuffed Plaintiff and took him to the precinct where he was imprisoned for several hours. Plaintiff was released without being charged with a crime. Plaintiff was then issued a baseless traffic ticket.

Description: On October 26, 2022, plaintiff was arrested by the defendants without probable cause or legal justification. On this day, a friend of plaintiff was arrested and taken to a nearby precinct. Plaintiff, fearing for his friend’s safety, stepped back and attempted to film the arrest. Later, plaintiff was approached by the defendant officers. Defendants began to arrest plaintiff, subjecting him to unlawful pat-down search and tightly restraining him with metal handcuffs causing pain and discomfort. Plaintiff did not resist arrest.
