Complaint
Description: On September 29, 2021, Plaintiff Jevaughn Elmes was stopped by Defendant Officers for biking on the wrong side of the street. Plaintiff was "targeted because Defendant Officers had been involved in an incident with his partner the year prior, wherein they falsely accused her of a crime." Rather than issuing a ticket, Defendant Officers assaulted Plaintiff and violently threw him on the ground. Plaintiff was thrown onto his bicycle, pinned against it, and then placed in excessively tight handcuffs, causing numbness and leaving scarring on his hands.
