Description: On November 16, 2022, Plaintiff Rodger Moorer was in his car, which was parked legally, having a conversation. Defendant Officer Paul Bartelotti and other unidentified officers approached Plaintiff and falsely accused him of criminal acts. Defendants then grabbed Plaintiff's head and body and dragged him out of his car without a warrant or probable cause. Plaintiff was then subjected to a rough search of his body before being cuffed with excessively tight cuffs.
