Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Marrero, Alfredo, et al. vs City of New York, et al.
Case # 15CV00306, U.S. District Court - Eastern District NY, January 22, 2015, ended March 6, 2017
$19,148 Settlement
Complaint
Description: On October 31, 2014, plaintiffs Alfredo Marrero, Virginia Velasquez, and S.V were inside an apartment when defendant officers opened the unlocked door and came in without permission or a warrant. They demanded that Marrero exit the apartment. Plainitff Marrero knew the officers because they had stopped and harassed him numerous times before on the street and come to his home. When Mr. Marrero would not come out, the officers entered and began to attack the plaintiffs. Plaintiffs S.V. and Williams were thrown against the wall and choked. Plaintiffs Marrero and Velasquez were punched, kicked and struck with truncheons. Plaintiff Marrero was handcuffed so tightly that he was in-juried and his wrists swelled.
