Description: The plaintiff was riding his bicycle when he was called over by the defendant officers for a traffic infraction. The officers let him go, but as the plaintiff went to leave the officers turned on their siren, smiled as they shook their heads, and attacked the plaintiff. The plaintiff was beaten and then taken to the hospital followed by Central Booking.
