Description: On July 24, 2018, the plaintiff drove from New Jersey to Brooklyn, New York, to visit his mother. After parking his vehicle a block away, he stopped briefly to greet two brothers he knew at 1735 Sterling Place. While the plaintiff was speaking with the brothers, 15-20 individuals with motorcycles, whom the plaintiff did not know, were also present. At approximately 6:50 p.m., police officers, including Sergeant Gabriel Cuevas, arrived at the scene and ordered everyone to disperse.
