Description: On January 10, 2014, plaintiff was operating a motor vehicle. When he pulled over to visit a friend, he and his passenger were swarmed by police officers. After coming to a stop, a uniformed officer asked for license and registration. As plaintiff reached for the license and registration, plaintiff was abruptly pulled from his vehicle.
