Description: On June 16, 2017, plaintiff Mr. Ryan Singh blew a tire on his way home from work. Shortly after, Officers Bistany and Minutolo pulled up behind Mr. Singh's car. The officers told Mr. Singh to get off his phone and asked him how much he had been drinking. Mr. Singh repeated denied having anything to drink Officer Bistany asked Mr. Singh to take a breathalyzer. Mr. Singh complied and the test gave no evidence of any alcohol consumption. Officer Bistany contacted Officers Mantas and Petrucci, who both arrived on the scene. Once on the scene, Officer Mantas aggressively questioned Mr. Singh then handcuffed him and transported him to the 112th precinct. There was no dashboard camera activated at any point. At the ...
