Description: On or about July 16, 2011 Plaintiff was lawfully walking his dog on a public street when PO Jeffrey Sisco, PO Hoelmy Ramos, PO Frederic Winter, and Sgt. Richard Santiago began to forcefully grab and wrestle Plaintiff. Plaintiff begged POs to let him tether his dog to a nearby pole but POs refused and forcefully threw Plaintiff to the ground, The action caused Plaintiff to let go of the dog's leash and the dog lunged toward an officer, who fired a shot a the dog. POs tightly handcuffed Plaintiff and separated him from his dog. Plaintiff later learned his dog was taken to an animal shelter and categorized as a "lost dog."
