Description: On or about July 14, 2023, Plaintiff was unlawfully stopped and arrested by NYPD officers, including Officer John Doe 1-10, in Brooklyn, New York. The officers used excessive force by forcefully grabbing, restraining, and tightly handcuffing plaintiff, causing him physical pain. Carter was arrested without probable cause, transported to a police precinct, and detained for several hours before being released without any charges.
