Description: On April 3, 2018, between 11:00 pm and midnight, Mr. Ragin was operating a motor vehicle on Neilson Street (close to Dinsmore Avenue). Defendant Officers (Officers Napoli and Peveraro) stopped Mr. Ragin’s vehicle, directed him out of the vehicle, and conducted a search of it – they then arrested Mr. Ragin and charged him with violation of vehicular and traffic law. Because of this, Mr. Ragin was arraigned on the night of April 4, 2018.
