Description: On June 18, 2022, plaintiff Storm Courtney was asleep in his bedroom when defendant officers knocked on his apartment door. When he responded, the officers immediately handcuffed him with excessive tightness and transported him to the precinct, where he was fingerprinted, photographed, and placed in a holding cell. The officers then provided the DA with false, misleading, and/or incomplete information that plaintiff committed a crime, specifically, that he had been engaged in robbery. The judge set bail which plaintiff could not afford, so he was sent to Rikers Island for over 24 hours, where he experienced harmful conditions. On February 2, 2023, all charges were dismissed and the records sealed.

Description: On October 31, 2018, Plaintiffs DG, Anthony Ellis, & Travis McMeans (ages 13-15) were trick-or-treating with friends when multiple police cars arrived from both directions, stopping near the group. Numerous officers exited their vehicles and pointed their guns at the group of children. Anthony ran east, before being tackled by Defendant POM Shingru Wang, who then handcuffed the child with excessive tightness. DG ran east as well, until Defendant Lt. John Dasaro pointed his gun at him, told him to stop, and handcuffed him. Using a knife, Defendant Wang cut off DG's backpack.
