Description: Defendants Hill, Downs, and unknown sgt arrested and beat Plaintiff while he was lawfully in a car. Plaintiff was released without charge. Second incident: Plaintiff was arrested on the street by Officer Leehe, taken into custody, and released 15 hrs later without charge. Third incident: Plaintiff was arrested on the street again and told by Officer's Down that "we're going to keep arresting you until you drop the lawsuit." Plaintiff was taken to central booking and later released without any proceedings.
