Description: On April 3, 2019, plaintiff was lawfully driving in the vicinity of Inwood Avenue and W 170th street, Bronx, when he was pulled over by defendant police officers. Plaintiff had committed no traffic infractions that could justify defendants' pulling him over. Defendants then approached plaintiff's vehicle and requested plaintiff's ID and registration. Plaintiff complied and handed the ID and registration through the window, while asking defendants why he was pulled over. Defendants then ordered plaintiff out of the vehicle, and as plaintiff was unbuckling his seatbelt, the officers opened the car door and accosted plaintiff, pulling him from the vehicle and arresting him with tight handcuffs.
