Description: On November 2, 2014, around 10:10 PM, Plaintiff was in an automobile at a stoplight when NYPD police officers signaled to pull him over. He feared for his life and called 911 before exiting the car. Police Officer Warren Lau grabbed, searched, and tightly handcuffed Plaintiff before many onlookers. A Seargant told Plaintiff that his 911 call meant NYPD would arrest him. When EMS arrived, Plaintiff stated that he wished to be put in an ambulance, so PO Lau removed him from the police vehicle and put him in an ambulance.
