Description: On June 4, 2020, plaintiff Ugurlu participated in a protest when defendant Doe 81 grabbed his hands and defendant Doe 82 placed him in excessively tight plastic zip-tie handcuffs. Defendant Doe 83 then put him in a NYPD transport bus. At Queens County Central Booking, plaintiff Ugurlu was 16 hours in custody, before he was released and given a Desk Appearance Ticket, which was later dismissed.
