Description: On November 2, 2018, P.O.s Melvin Payamps and John Feng, along with unknown John and Jane Doe officers, approached Plaintiff Sandro Pichardo in the Bronx. They searched and arrested Mr. Pichardo with no probable cause. The officers assaulted and battered Mr. Pichardo. They rear-handcuffed him and transported him to a precinct where he was searched, questioned, photographed, and fingerprinted by or at the direction of P.O.s Payamps and Feng. The officers later made false statements to a prosecutor to initiate Mr. Pichardo's prosecution; they were fully aware that he did not commit criminal possession of marijuana or unlawful possession of marijuana or resisting arrest.
