Description: On May 30, 2013, plaintiff Jason Hughes stopped to speak with two men on his way into a deli. Although neither plaintiff nor the men were yelling or creating a disturbance, plaintiff was approached by several unidentified uniformed police officers. The officers asked plaintiff and the two men what they were doing; plaintiff responded that nothing was going on and walked into the deli. At least one of the officers followed plaintiff into the deli and questioned plaintiff in an aggressive manner. Then, more officers entered the store and surrounded plaintiff. Description: On March 27, 2014, at approximately 8:00 P.M., plaintiff was arrested and taken to the police precinct. In a holding cell at the precinct, plaintiff was subjected to a beating over a priod of 8 to 9 minutes by the defendant officers. He was assaulted and battered by defendant officers Waage and Randel, who punched him in the face and mouth, causing injuries, including a loosened front tooth. Defendant officer Ramirez tightened the handcuffs on plaintiff's wrists, causing further pain. Defendant officers Ramirez, Randel, Forste, and Waage continued pushing plaintiff against the wall, and officer Forste touched plaintiff's genitals.
