Description: On August 23, 2014, the plaintiff was a passenger in a friend’s vehicle driving near Houston Street in Manhattan when NYPD Officers Peter Wong, Jason Rubenstein, Daniel Mensing, and Sergeant Richard Jones pulled the plaintiff and his friends over. The officers accused the plaintiff’s friend of driving intoxicated. The friend refused the breathalyzer, asked what he had done wrong, and was arrested. Another friend, who was filming the arrest with the plaintiff’s phone, was also arrested.
When the plaintiff reached over to his friend to retrieve his phone, the officers brutally tackled the plaintiff. They transported him to a police facility, where he remained in custody for several hours before his release.

Description: On or about August 23, 2014 Plaintiff was driving when he was pulled over by POs Peter Wong, Jason Rubenstein, Daniel Mensing, and/or Sgt. Richard Jones. Plaintiff asked why he was pulled over and POs responded Plaintiff had shown signs of intoxication. Plaintiff was asked to take a breathalyzer and when Plaintiff tried to explain himself he was arrested with excessively tight handcuffs, which POs refused to loosen. Plaintiff was brought to the7th Precinct where he spent approximately 3-4 hours until he was released after his breathalyzer results read 0. Plaintiff suffered severe nervous shock, physical pain, and emotional damage as a result of this incident.

Description: On or about August 23, 2014, Plaintiff was filming his cousin being arrested for driving while intoxicated even though his cousin was the designated driver. Then Defendants Officers Peter Wong, Jason Rubenstein, and Daniel Mensing, and Sergeant Richard Jones stopped and arrested Plaintiff and brought him to the 7th Precinct on false charges of obstructing government administration, disorderly conduct, and resisting arrest. He was full body strip searched. Then, he was transported to the Hospital where he was treated after passing out due to too-tight handcuffs that were never loosened despite his requests.
