Description: On or about the summer months of 2007, PO Joel Doseau befriended Plaintiff (who was 14 years old at the time) on the online platform Skype. At the time, Doseau was a 35-year-old NYPD officer but led Plaintiff to believe he was an 18-year-old college student. Doseau groomed and sexually abused Plaintiff from 2007 to 2013. Doseau routinely ordered Plaintiff to engage in child pornography by taking videos and pictures and sending them to Doseau and by performing sexual acts on video calls. In the summer of 2008, Doseau raped Plaintiff for the first time. Description: On April 11, 2022, Plaintiffs Eduardo Andrade and Barbara Cortez were lawfully inside their home at 31-63 33rd Street in Queens when NYPD officers assaulted and battered them without cause. Officers grabbed Ms. Cortez by the wrist and shirt, causing physical injury, and attempted to drag her out of the apartment. Officer Campbell shot Mr. Andrade seven times in the testicles and thigh and then tased him in the testicles. The officers restrained him with tight handcuffs and conducted an unlawful pat-down search, despite the Plaintiffs not resisting arrest.
