Description: On March 20, 2021, Plaintiff was having a conversation with their friend when Defendant Officer Christopher Machalek and Officers John or Jane Doe 1-10 arrived in response to a physical altercation between two individuals that had occurred ten minutes prior, of which Plaintiff and their friend were not involved. Defendant Officer Machalek and Officers John or Jane Doe 1-10 arrived at the scene and approached the individual at the scene, and then approached and stopped Plaintiff without probable cause or reasonable suspicion.
