Description: On June 4, 2020, plaintiff Peyman Bahadoran, a 56-year-old immigrant who had lived in the United States for over 37 years, and who suffers from bipolar disorder, entered a convenience store in the midst of a manic episode. Not realizing what he was doing, Plaintiff waved a knife at the store clerk when asking for a back of cigarettes. When the clerk offered him cigarettes, Plaintiff placed his knife on the counter, and the clerk gave the knife to Officer Melissa Brown who was present in the store. Plaintiff exited the store with only a plastic beverage bottle in his hand and was quickly surrounded by four police officers, all of whom aimed their firearms at him.
