Description: On March 26, 2020, plaintiff was on the street operating his all-terrain vehicle. Several NYPD officers, including Thomas Mullarkey, "John" Rodriguez, "John" Polariski, and Does 1-10, unlawfully approached plaintiff. They did not alert him to their presence or ask him to pull over, but instead crashed into his four-wheeler to stop him. Plaintiff was badly injured and his arm was broken. He pleaded for medical attention, but the officers denied this, and cuffed him despite his clearly broken arm. The officers took plaintiff to the precinct and falsely informed the DA that he had committed various crimes. While in custody, plaintiff finally received medical attention.
