Description: On May 25, 2014, Plaintiff was walking with a friend. He held a small stick in his hand approximately two feet in length, and tossed it to the side of the street when there were no cars. As they walked into their apartment complex, NYPD Police Officer Angel Rodriguez pulled up in plain clothes and an unmarked car. Without identifying himself, he pushed Plaintiff against a gate and put him in a headlock, and threw him to the ground. Plaintiff was bleeding from his knees and wrist. His mother arrived at the scene, and called 911 to report the incident.
