Description: On April 23, 2019, Plaintiffs 1 and 2 were lawfully driving in their vehicle around Central Park North when POs Modena, Greenwood, and Solas, as well as two undercover POs and up to 10 unknown POs approached and signaled for Plaintiffs to pull over and turn off their vehicle without warrant or legal justification. When Plaintiffs complied, the POs approached the vehicle with weapons drawn and aimed at their persons, forcibly demanding that they exit the vehicle. The POs accused Plaintiff 1 of a criminal offense and handcuffed his wrists behind his back, ignoring his cries that they were too tight.
