Description: On April 13, 2014, the plaintiff Tyquan Jackson, was sitting in the driver's seat of his mother's rented car, which was double parked on the street. The defendant NYPD officers approached the car and asked for his license and registration. He gave them his learner permit, the registration, and the rental agreement, and explained that it was his mother's rental car, and that he was waiting for her. Mr. Jackson gave the defendants his mother's phone number. After about forty-five minutes, the defendants wrote a ticket for driving a motor vehicle without the supervision and control of a licensed driver, and they arrested Mr. Jackson.
