Description: On November 11, 2016, Plaintiff was stopped at a checkpoint by police, who discovered that his license had been suspended -- a fact which plaintiff was unaware of. Plaintiff was transported to the 114th Precinct, where Defendant Salvatore DiMaggio processed his arrest, supervised by Defendant Andrew Chin, issuing a DAT to plaintiff and clearing him for release. Plaintiff signed and received this at 4:38am on November 11, but Defendants DiMaggio & Chin unreasonably delayed his release, continuing to imprison him in a cell until 9:45am.
