Description: On October 25, 2018, the plaintiff had visited the 46th Precinct to meet his probation officer. However, while he was there, the plaintiff was unlawffly arrested by certain police officers including PO William Stump for a robbery that had occurred in 2013. The defendants then held the plaintiff physically and illegally searched him and contorted his arms behind his body to handcuff him.
