Description: On March 13, 2015, Plaintiff was lawfully operating a motor vehicle near 2071 East 18th Street in Brooklyn. NYPD Detective James Luongo and Sergeant Ahmed Aiman cut off Plaintiff in an unmarked police vehicle. Detective Luongo exited the vehicle, approached Plaintiff’s vehicle, and without probable cause or legal basis ordered Plaintiff to exit from his vehicle. When Plaintiff inquired as to the legal basis for the officer’s actions, Detective Luongo physically, excessively, and forcibly removed Plaintiff from his vehicle.
