Description: On February 10, 2013, at about 6:20pm, while Plaintiff Robert Nowakowski walked from Calyer Street to Moultrie Street, in Brooklyn, NY, Sergeant Guadalkani and Police Officer Suarez of the 94th Precinct, physically blocked plaintiff's path, behaved provocatively, and physically and verbally threatened the Plaintiff, accusing him of "casing" a bicycle. When Plaintiff denied the allegation and tried to walk away, Officer Suarez violently grabbed the Plaintiff's chest, stopped his movement, patted the plaintiff's pants and removed Plaintiff's keys from his pockets. Plaintiff was then released, and not accused of touching or attempting to steal the bicycle.
