Description: On December 18, 2020, Defendant , an African American male, entered the 68th Precinct to file a complaint against his landlord. Defendant police personnel John or Jane Doe 1-20 attempted to dissuade him from making the complaint and when he insisted on doing so as a matter of right, they told him he was trespassing and had to leave. Despite plaintiff not exhibiting any belligerence, the officers became irate and grabbed him. One placed him in a chokehold and slammed him to the floor and did not release the chokehold until urged to do so by another officer.
