Description: On May 31, 2013, plaintiff was inside a residence. P.O.s Buxo and Vasquez arrived to the residence following a 911 call. P.O.s Persaud and Molina, and two other P.O.s later arrived at the residence. Plaintiff was arrested and placed in handcuffs. Plaintiff did not resist arrest. After plaintiff was in handcuffs, a P.O. (believed to be Molina), punched plaintiff in the mouth. Plaintiff was dragged outside of the apartment building and down the stairwell. Plaintiff was thrown on the ground outside the apartment building and then placed in the back of a patrol vehicle. While in the vehicle, plaintiff was hit in the head several times with a night stick by a P.O. (believed to be Persaud).
