Description: On or about December 28, 2017, Plaintiff Michael Ortiz was walking with his cousin on 183rd Street near Davidson Avenue in the Bronx, New York, when he entered a building. Officers Karolina Scott, Pinnock, and LaSpina of the 52nd Police Precinct confronted Ortiz and, despite his explanation that he was visiting a friend, conducted an unlawful stop and frisk. Officer Scott allegedly placed her hands in Ortiz’s pants pocket without consent, and Officer Pinnock joined in the search, retrieving a one-dollar bill. Officer Scott threatened to strip search Ortiz, and the officers then handcuffed and arrested him.
