Description: On October 19, 2015, Plaintiff was lawfully in a shelter when unknown Peace Officers and Police Officers seized him, causing severe physical injuries. Plaintiff was arrested for Criminal Mischief, even though Officers knew that they did not have reasonable grounds or probable cause for the arrest. Plaintiff was incarcerated for two days. All charges were ultimately dismissed.
