Description: On or about September 5, 2012, plaintiff was arrested in connection with a shooting that had occurred on Clarkson Avenue, near Flatbush Avenue in the borough of Brooklyn. After his arrest, plaintiff was taken to an interrogation room and interrogated by Detective Lorraine Winters, Detective Michael Hinrichs, Detective Michael Gaynor, without counsel, for approximately a full day. Plaintiff repeatedly maintained his innocence.

On September 28, 2009, the officers coerced an alleged eye witness into viewing photos including plaintiff Donald Debrosse, despite the witness not having sufficient opportunity to view the shooter. On February 8, 2010, Debrosse was arrested without probably cause, and Det.
