Description: On September 16, 2019, Plaintiff, a minor, was physically seized without probable cause. In the process of detaining Plaintiff, officers used unjustified force including shooting a taser at Plaintiff's back and forcibly handcuffing Plaintiff. After being detained, Plaintiff was kept handcuffed and confined inside the ambulance and at the hospital. No formal charges were ever filed against Plaintiff.
