Description: On or about September 30, 2014, Plaintiff was driving his friend's vehicle (the friend was a passenger in the vehicle at the time). Officer Shynell Hines and other unknown officers signaled for Plaintiff to pull over. Plaintiff produced the required documentation. The officers noticed a police shield in the glove compartment, which belonged to Plaintiff's friend's wife, who worked at the precinct. The officers attempted to corroborate the friend's claims but were unable to. Plaintiff and his friend were arrested, transported to the precinct, and charged with possession of a police badge. Plaintiff was held at central booking for approximately 9 hours until he was released. The DA's office declined to prosecute...
