Description: On October 17, 2017, at approximately 12:05 AM, the plaintiff, a Hispanic male, while walking home on the street, was arrested by defendant police officers in front of 1139 Clay Avenue near the intersection with 167th St. in the Bronx. While plaintiff was walking home, the three defendant police officers were in an unmarked black car and began following the plaintiff in their car. When the plaintiff was just a few blocks from his house, the three defendant police officers pulled up behind the plaintiff and got out of their car.
