Description: On August 24, 2013, Plaintiff was walking when he was stopped by officers, including Brian Farrell and Maurice Ilao. The officers stopped him without probable cause or reasonable suspicion to believe he had committed any crime or offense. The officers asked for Plaintiff's identification, and Plaintiff asked for the reason. An officer placed Plaintiff under arrest by tightly handcuffing Plaintiff.
