Description: On or about December 15, 2012, Plaintiff was lawfully within her residence. Plaintiff heard a noise next door and walked to her neighbor, Taisha, and Tiffany’s apartment to check on them. Plaintiff then observed several police officers, including Defendant Caban, place Tiffany under arrest. One of the police officers then yelled, “Arrest all of them.” Several police officers, including Defendant Caban, used excessive force and threw Plaintiff on the ground. The officers, including defendant Caban, then placed Plaintiff under arrest despite the fact that they had no probable cause to believe that she had committed any crimes or offenses.
