Description: On September 6, 2012, at approximately 10:30 a.m., plaintiff Emanuel Marks was lawfully in front of Bloomingdale's department store at 504 Broadway in New York County when he was accosted by NYPD officers, including Officer Paola Russell (Tax I.D. No. 941134) and several unidentified officers assigned to the 5th Precinct. Despite lacking reasonable suspicion, the officers stopped, frisked, and handcuffed Marks, arresting him for Grand Larceny in the 4th degree. Marks was detained from September 6 to September 15, 2012, and all charges were dismissed on February 25, 2013.
